The symbol is the fleur de lis, an unofficial symbol for France that has been in use for centuries on french royal crests, etc.
New Orleans takes its name from the french city of Orleans. Louisiana used to be French territory, until Jefferson bought it for the U.S.
The symbol also represents the trinity, which connects it to Christianity, and therefore to the Saints.
